Call for Content Providers
enpact e.V. wishes to enter into a service contract. The primary objective of these four tenders is to develop and deliver tailored content for aspiring first-time entrepreneurs from Albania, Bosnia and Herzegovina, Ukraine, and Berlin as well as for startup support organizations from Albania, Bosnia and Herzegovina, and Ukraine. Deliverables
There are a total of four tenders, with varying content focuses, these are as follows:
- Tender 1: Basics of Entrepreneurship and Design Thinking & User Experience
- Tender 2: Business Model Development and Product Development & Marketing Strategies
- Tender 3: Basics of Fundraising and Pitching & Negotiation Techniques
- Tender 4: EU Market Access and Navigating the EU Market
Each tender is structured the same and includes the following five work packages:
- Work Package 1: Written content for asynchronous online training
- Work Package 2: Interactive live online session
- Work Package 3: One-day program in Berlin
- Work Package 4: Venue
- Work Package 5: Catering
The deliverables for each work package are outlined below and a full description can be found in the respective Terms of Reference (ToR).
Work Package 1: Written content for asynchronous online training
Develop comprehensive and engaging self-study e-learning content on the respective content as outlined in the specific ToRs. This work package includes, but is not limited to the following activities:
- Develop a structured curriculum outlining the subtopics and learning objectives
- Create and design the detailed written content as outlined below
- Create a facilitator guide with facilitation tips to help instructors deliver the content effectively
The content should be in English and cater to various levels of experience. These levels should build on each other to form a cohesive learning journey, rather than being standalone lessons of increasing complexity. The total learning duration for this work package should be a minimum of 2 hours but not exceed 3 hours. Content should be based on an academic foundation, and include citations when possible.
Formatting Requirements:
- File Format: Content must be delivered in .docx and .pdf format.
- Logical Flow: Material should have a logical progression that is grounded in academic principles.
- Structure: To maintain consistency, the content should adhere to the structure clearly defined in the respective ToR’s.
In order to ensure smooth collaboration, we expect to organize a kickoff meeting, regular check-in meetings as well as a handover meeting where you walk us through the content developed. A certain amount of revision and feedback is to be expected.
Work Package 2: Interactive live online session
Organize and deliver a 90-minute interactive live online session on the respective content as outlined in the specific ToR’s, led by a qualified practitioner in the field. This work package includes, but is not limited to the following activities:
- Develop the content and design and prepare the materials, including slides, handouts, and interactive elements
- Create a structured rundown outlining the subtopics and learning objectives
- Organize the technical setup and manage participant invitations for the session
- Deliver the 90-minute session as outlined below
- Provide a summary of key takeaways and additional resources after the session
The online session should be designed and delivered as a mix of interactive presentations and smaller working-group sessions to facilitate content delivery while enhancing engagement and collaboration among participants. The content should be delivered in English and tailored to accommodate participants with varying levels of experience, while being inclusive of all genders, and culturally diverse backgrounds.
The live session should build on the written content previously provided, reinforcing key concepts and facilitating deeper engagement. It should achieve this by offering two of the following:
- Facilitating an in-depth discussion of the subject, including interactive exercises to deepen understanding.
- Hosting a Q&A session to address specific questions, provide personalized feedback on problem statements and business ideas, and resolve concerns.
- Featuring guest lectures or success stories from accomplished entrepreneurs in Berlin, Albania, Bosnia and Herzegovina, and/or Ukraine, who will share their entrepreneurial journeys, discuss the challenges they faced, and highlight their successes, offering valuable guidance and inspiration for participants as they embark on their own ventures.
Work Package 3: Interactive live online session
Organize and conduct a one-day in-person program in Berlin between 18-22.11.2024, as specified in the respective ToR. This work package includes, but is not limited to the following activities:
- Develop a structured agenda outlining the activities and learning objectives of the one-day in-person program in Berlin
- Develop and design content and materials for a 3-hour workshop (incl. slides, handouts, interactive activities, and providing any supporting resources) and deliver it to the participants in the form of an in-person workshop
- Organize and facilitate a site visit to a relevant Berlin-based business, providing opportunities for networking, connecting with industry professionals, and gaining insights into operational practices and best practices
- Coordinate logistics, including venue arrangement, technical setup, travel for the site visit, and communication with partners for the site visit, program participants, and the enpact team
- Provide participants with a summary of key takeaways and additional resources after the program
The workshop content should be delivered in English and tailored to accommodate participants with varying levels of experience while being inclusive of all genders, and culturally diverse backgrounds.
Logistics and Agenda:
The agenda for the day is flexible and can be tailored to your preferences. The day should start around 9 AM and end around 5 PM, with a workshop, coffee break, and lunch at your location and a site visit at a separate venue. You can find a sample agenda in the ToR’s.
Work Package 4: Venue
Organize and arrange a venue for (parts of) the one-day program in Berlin. This work packaged includes, but is not limited to the following activities:
- Secure a flexible room that can accommodate up to 60 people.
- Ensure compliance with the location requirements as outlined in the ToR’s.
- Ensure all setup and arrangements are completed before the event.
The offer for this work package may include in-house offers from the applicant or third-party offers incorporated into their overall proposal.
Work Package 5: Catering
Organize and provide catering for the one-day in-person program in Berlin. This work package includes, but is not limited to the following activities:
- Coffee break (for up to 60 people): Provide a selection of beverages and snacks.
- Lunch (for up to 60 people): Provide a warm lunch meal, including omnivore, vegan, and vegetarian options, dessert, and drinks. Serving style: buffet.
- Cleaning and maintenance.
- Coordination and communication.
Ensure options for common dietary preferences and restrictions (e.g., gluten-free, dairy-free, nut-free, halal) and label them clearly. The offer for this work package may include in-house offers from the applicant or third-party offers incorporated into their overall proposal.
Expectations
The tenderer is expected to have substantial experience in developing content and curricula relevant to the tender for which they are applying.
- This includes experience in creating curricula, detailed lesson plans, and interactive learning materials, as well as translating this content to be applicable in international contexts.
- The tenderer should be aware of the latest developments in the appropriate content field and incorporate human-centered design, social entrepreneurial practices, and a socially focused mindset into content development.
- It is expected that content be directly applicable and practical rather than academic in nature, with case studies and relevant examples.
Location and Timeline
Geographic Scope
Potential tenderers may be support organizations, agencies, companies, freelancers, etc. which are located and registered in any location. Due to the specific focus of this call for tenders, Berlin-based tenderers are preferred.
Starting Date for the Contract and Duration
It is expected that the service contract will be signed by the beginning of October 2024 and run until but not beyond November 2024.
The contract shall enter into force on the date on which it is signed by the last contracting party. The duration of the tasks and deliverables shall not exceed the end of November 2024. The execution of the deliverables shall not start before the contract has been signed or before the specific date specified in the contract.
ToR Module Descriptions
enpact e.V. is seeking content developers for each of the modules outlined below. The Terms of Reference (ToR) provide a comprehensive guide to the requirements and expectations. Applicants may apply to more than one module, commensurate with their expertise. Applicants are expected to include the latest developments in each curriculum at their discretion.

Basics of Entrepreneurship and Design Thinking & User Experience
The focus of this tender is to inspire participants to pursue entrepreneurship by offering a foundational understanding and helping them identify key skills. It includes an online module and a 90-minute online session on “Basics of Entrepreneurship” and a one-day in-person program in Berlin focused on “Design Thinking & User Experience”, and networking within the startup ecosystem.
Business Model Development and Product Development & Marketing Strategies
The focus of this tender is to equip participants with key skills in business planning and strategy. It includes an online module and a 90-minute online session on “Business Model Development” and a one-day in-person program in Berlin focused on “Product Development & Marketing Strategies”, and networking within the startup ecosystem.
Basics of Fundraising and Pitching & Negotiation Techniques
The focus of this tender is to provide participants with essential knowledge in fundraising. It includes an online module and a 90-minute online session on “Basics of Fundraising” and a one-day in-person program in Berlin focused on “Pitching & Negotiation Techniques”, and networking within the startup ecosystem.
EU Market Access and Navigating the EU Market
The focus of this tender is to guide participants through the regulatory and market-specific challenges of entering the EU market. It includes an online module and a 90-minute online session on “EU Market Access” and a one-day in-person program in Berlin focused on “Navigating the EU Market”, and networking within the startup ecosystem.
Application Process
Any entity wishing to respond to this call for tenders may submit a financial offer and a technical offer in English, which cover the approach and services they can provide for the expected contract duration.
Accordingly, all offers must include the following components to be eligible:
- A general concept for how the tenderer will deliver on the expected deliverables. This must include a price covering all the services foreseen in the concept. This price shall be considered the price ceiling that the tenderer is proposing.
- A price list, which states the unit price for all foreseen deliverables.
- The tenderer should propose a suitable project team for the contract implementation.
