Call for Offers | Translation and Localization | Kurdistan Region of Iraq

enpact e.V. seeks to contract translation and localization services between English and Kurdish (Kurmanji (Badini) and Sorani) for a project providing financial and technical support for smallholder farmers, microenterprises, and support organizations in the Kurdistan Region of Iraq (KRI).

The requested services are divided into multiple work packages covering:

  • Document translation and localization for reports, guidelines, and communication materials
  • Social media content translation and adaptation, ensuring cultural and contextual relevance
  • Real-time interpretation for workshops, interviews, and online and on-ground sessions, and
  • Proofreading and quality assurance of translated materials

Applicants may apply for one work package or multiple, depending on their expertise and capacity. Partial offers are welcome and will be evaluated independently based on the award criteria.

About us

The non-profit organization enpact was founded with the goal of empowering entrepreneurship in the context of international economic cooperation. enpact is implementing a project in KRI that aims to build resilience across the region’s agriculture sector by providing capacity-building support for smallholder farmers, microentreprises, and business support organizations in agriculture. Across two components, the project offers training, mentoring, network development, access to resources, and in-kind financial support for farmers and organizations at different stages of development to achieve growth and resilience.

How many participants are expected to attend the DIRWENA events?

DIRWENA will bring together participants across two core events: a 4-day kick-off bootcamp at the beginning of the program, and a sustainability bootcamp at the end. Between these two touchpoints, a series of workshops and capacity-building sessions will run over the course of four months.

Overall, attendance is expected to reach up to 90 participants, with the highest concentration during the bootcamps.

Where will the events take place?

The DIRWENA program will be delivered in a hybrid format. All core events, including the kick-off bootcamp and the sustainability bootcamp, will take place in person in Erbil, Duhok, Al-Sulaimanyah and Halabja – with the exact venue to be confirmed and shared with the selected service providers in advance. Workshops and capacity-building sessions throughout the four-month program may take place either on-site in these governorates or online, depending on the activity and participant needs.

Can I have a brief meeting prior to submitting my offer?

To ensure a fair and transparent process for all applicants, individual pre-submission meetings cannot be accommodated.

However, any questions regarding the RFP can be submitted in writing within the specified inquiry period. All clarifications will be shared publicly to ensure equal access to information for all interested candidates.

Is submitting my resume and/or my portfolio enough to be considered for this call for offers?

No. While your resume and portfolio are important supporting documents, they are not sufficient on their own. To be considered, applicants must submit a complete offer that includes all information and documents specified in the RFP, including the technical and financial proposals.  Incomplete submissions will not be evaluated.

Is there an estimated volume range (minimum–maximum) of the translation work required?

While we do not have a fixed minimum or maximum volume at this stage, the work will generally include translation of program documents, social media content (captions and text on visuals), video subtitles, outreach materials, and reports. The volume may vary depending on program needs and activities.

Do you have any sample documents or reference materials that illustrate the type of content expected to be translated?

Sample documents and reference materials can be provided as reference to showcase the type of content expected for translation.

For the portfolio submission, should we include only Kurdish-language translation projects, or would you like to see our broader multilingual portfolio as well?

For this Request for Proposals, Kurdish-language experience is the most required. We are also interested in seeing your overall translation and localization capabilities, so feel free to submit your multilingual portfolio as a separate document if available.

For the interpretation package, is it acceptable for us to collaborate with a trusted partner/supplier for parts of the interpretation work if needed? We usually cover interpretation-related activities with a trusted partner for IT support, equipment transportation, installation, and other operational aspects of this service package and we need to confirm whether this is an acceptable arrangement on your end.

Yes, it is acceptable to collaborate with a trusted partner or supplier for parts of the interpretation work if needed. Please ensure that you must appoint a contract manager, that could be yourself, for the full duration of the contract. The contract manager will be responsible for overseeing all activities, ensuring timely completion of deliverables, and maintaining the required quality standards throughout the assignment.

Would you like the offer to cover translation only, or also interpretation services? And should we include both Kurdish Sorani and Bahdini?

Applicants may submit offers for one or multiple work packages, depending on their expertise and capacity. The work packages are structured with translation and real-time interpretation as separate work packages. Partial offers are welcome and will be evaluated independently. For all services applied for, please indicate your capability and rates for both Kurdish Sorani and Badini.
