Freelance Service Provider - Events & Community

enpact e.V. is seeking to contract a freelance service provider based in Ukraine to take part in the implementation of a 12-month project aimed at supporting Ukrainian women-led SMEs in expanding their operations into the EU single market.

The freelance service provider will be selected in a two-stage process by way of negotiated award:

  • In the first phase, candidates will be asked to express their interest. Applicants will be assessed based on the eligibility criteria outlined below.
  • In the second phase, eligible candidates will be invited to submit an offer; the winning offer will be selected based on a best-price-quality ratio.

Eligible candidates are:

  • Over 18 years old.
  • Permanently residing in Ukraine.
  • Not residing in the territories of Crimea.
  • Registered as an FOP (ФОП) or able to register as such.
  • Available for a minimum workload of 30 hours per week from December 2025 to December 2026.
  • Not a legal entity.

Timeline:

After the deadline, candidates who expressed their interest will be invited to submit their technical and financial proposals. The estimated timeline is as follows:

  • Collection of expression of interest: 19ー23 Nov 2025
  • Collection of technical and financial offers: 24ー30 Nov 2025
  • Evaluation of the offers: 01ー14 Dec 2025
  • Contracting: 15 Dec 2025

Preliminary information on the services to be tendered

The services to be procured may include:

  • Supporting the project team during the outreach, selection process, and onboarding of local, regional, and national chambers or business associations (WBSOs).
  • Supporting the project team during the outreach, selection process, and onboarding of SMEs.
  • Organizing the logistics and supervising project-related events: workshops, trainings, bootcamps, and delegation trips (in person and online).
  • Providing end-to-end support to the selected WBSOs and SMEs by acting as their local focal point throughout all stages of the project cycle
  • Assisting the Project Lead in day-to-day coordination and administrative tasks related to project implementation.
  • Supporting the data collection process for the purpose of evaluating project outcomes and outputs.
  • Assisting in the preparation and drafting of the final project report, ensuring that all data is accurately represented and clearly presented.

The qualifications required from a winning bid may include:

  • 3–5 years of professional experience in project assistance, project coordination, community management, event management, or related fields.
  • Familiarity with project management cycles, tools, processes, and reporting requirements.
  • Practical experience in logistics and event management, including planning, coordination, and on-site support.
  • Demonstrated knowledge of the Ukrainian business ecosystem through professional or extracurricular experience.
  • Proficiency in Google Suite.
  • Availability for business travel within Ukraine and abroad, as required by the project.
  • Exceptional interpersonal and intercultural skills, with a results-driven mindset.
  • Native Ukrainian speaker with a good command of English.
  • Experience working on donor-funded projects is an asset.

This project aims to promote inclusive economic development by directly supporting women-led SMEs and women-focused Business Support Organizations (WBSOs), who play a pivotal role in driving resilience, regional cooperation, and EU single market readiness in Ukraine’s private sector.
